KCCA claims 94% of Boda riders are without permits

According to the Kampala Capital City Authority (KCCA), 39,000 (or 94 percent) of the 42,000 registered Boda-Boda riders are operating in the city without valid driving licenses.
The results are detailed in a report on a Boda Boda census that was conducted in September throughout all five divisions of Kampala by KCCA in coordination with the Works ministry.
It was also discovered that only 157 of the 42,000 Boda Boda vehicles counted met all qualifications to operate as public transportation vehicles.
The statistics also show that 234 bikers lack National Identification Cards, while 73 percent of riders (a total of 30,000 riders) have bike logbooks (IDs).
Mr. Edward Luyimbazi, the deputy executive director of the KCCA, said: “When you don’t have a driving permit, it means you are not taught the rules of driving.
He continued, “The large percentage of boda boda riders without permits explains why booda boodas are responsible for more than 50% of the fatalities on Kampala highways.”
