Ambassador Omar Hilale’s Message on Morocco’s Stance Regarding Western Sahara
A Definitive Solution
Ambassador Hilale underscored that Morocco’s autonomy initiative remains the paramount and optimal solution to the longstanding Western Sahara dispute. This initiative operates within the framework of Morocco’s territorial integrity and national sovereignty. It has garnered significant international backing, with support from over a hundred countries.
International Backing for Autonomy
Highlighting the global consensus behind Morocco’s autonomy initiative, Hilale pointed out that nearly 30 countries and regional organizations have established consulates general in Western Saharan cities such as Laayoune and Dakhla. This resolute support underscores the integral connection of the Saharan region to Morocco.
Commitment to Political Resolution
Ambassador Hilale emphasized Morocco’s unwavering commitment to achieving a final political solution to the territorial dispute over Western Sahara. Such a resolution, he stressed, would usher in development and stability, benefiting not only the local population but also contributing positively to the broader African continent.
Morocco continues to endorse the efforts of the United Nations Secretary-General and his Personal Envoy for the Sahara, Staffan de Mistura, aimed at reviving the round table process. Ambassador Hilale reiterated the importance of maintaining the existing format, involving all concerned parties, particularly Algeria, in line with Security Council Resolution 2654. He stressed that the ultimate solution must be political, realistic, practical, and built on consensus.
Socio-Economic Vibrancy of the Southern Provinces
Ambassador Hilale also highlighted the socio-economic vibrancy of the southern provinces, with impressive developments under the new regional development model. These projects, supported by a budget exceeding $10 billion and with 81% of them already completed, have positioned the region as a pivotal trade hub between Africa and the rest of the world.
Dire Humanitarian Situation in the Tindouf Camps
Addressing another crucial issue, Ambassador Hilale expressed deep concern about the dire humanitarian situation in the Tindouf camps in Algeria. He called upon the international community to take note of Algeria’s refusal to allow the registration and census of the detained population in these camps, a clear violation of international law and repeated appeals by the Security Council since 2011. Furthermore, he condemned the misappropriation of humanitarian aid intended for the Tindouf camp detainees, as corroborated by reports from international, regional, and non-governmental organizations, including the World Food Program’s January 2023 report.
