What is included in the ‘table for six’ government program created by opposition parties in Turkey?

The Nation Alliance, formed by six opposition parties in Turkey, published an election manifesto in a joint meeting.

The highlights of the conference are:
LEGISLATIVE REFORM

“*With the legislative reform, we will prepare new Assembly Bylaws that will ensure pluralism in the activities of the Assembly.
*We will democratize the law-making processes.
* We will end the bag of laws that disables the debate in the parliament.
*We will constitutionally ensure that only the Turkish Grand National Assembly has the authority to withdraw from the international conventions to which we are a party.
*We will strengthen the power of the parliament to oversee the executive body on behalf of the nation.
*The budget right will be an inalienable authority and control tool of the TGNA.
*We will establish the Final Accounts Committee in Parliament. The Chairman of the Commission will be elected from among the deputies of the main opposition party.

EXECUTIVE REFORM
“*With the administrative reform, we will ensure his impartiality by introducing the rule that the President is elected only one term for seven years. Eighty-one million will be president.
*We will make the Prime Minister and the ministers effective in the administration.
*We will take measures to ensure stability in the administration.
*We will ensure that all transactions and actions arising from the state of emergency law are subject to judicial review.”

JUDICIAL REFORM

“*With the judicial reform, we will abolish the Council of Judges and Prosecutors for an independent and impartial judiciary. Instead, we will establish two boards, the Council of Judges and the Council of Prosecutors.
*The Minister of Justice and his undersecretary will not be on the Board of Judges.
*Judges will not be subordinate to the Ministry of Justice in their administrative duties.
*We will end special judicial procedures and specially authorized courts.
*We will ensure that the judges and prosecutors who abuse their duty and lead to the decision of the Constitutional Court or the ECtHR for violation of rights will be compensated and have recourse for the damage they have caused.
*We will take the necessary measures to implement the principle of detention as an exception meticulously.
*We will make the defense profession constitutional. In criminal proceedings, we will ensure that the claim and defense are physically equal in courtrooms by the equality of arms.
*We will expand the scope of legal aid and compulsory defense for women.
We will prevent appointments to the members of the Constitutional Court using a hull.”

LEGISLATION ON ELECTIONS AND POLITICAL PARTIES
“*We will make arrangements in the legislation of elections and political parties that will ensure that the will of the nation is reflected in the parliament most comprehensively and democratically.
*We will lower the electoral threshold to 3 percent.
*We will make arrangements to ensure the direct representation of our citizens residing abroad in the Assembly.
We will require the permission of the Grand National Assembly of Turkey to file a closure case against political parties.”

FREEDOM OF THE PRESS AND EXPRESSION

“*We will clearly state in the constitution that freedom is the basis and limitation is the exception.
*We will ensure freedom of the press.
*We will rearrange the internet legislation by international standards in a way that does not restrict freedom of expression and does not violate personal rights.

OFFICES UNDER THE PRESIDENTIAL PRESIDENCY WILL BE DISCONTINUED

“*We will reorganize the public administration according to equality, impartiality, merit, legality, effectiveness, and transparency.
*We will abolish the boards and offices within the Presidency. We will transfer their duties and authority to the relevant ministries.

MINISTRY

“*The Ministry of Family and Social Services as the Ministry of Women, Family, and Children
The Ministry of Environment, Urbanization, and Climate, the Ministry of Climate, Environment, and Forestry
*We will restructure the Ministry of Commerce as the Ministry of Tradesmen and Trade.
*We will separate the Treasury from the Ministry of Finance and restructure it as a separate ministry.
*We will establish the Ministries of Urbanism and Disaster Management, Informatics, and Innovation.
*We will abolish the Deputy Ministers and political cadres and establish the secretariat system based on merit.
*We will establish the Strategy and Planning Organization.”

LOCAL GOVERNMENTS REFORM

“*We will implement the local government reform.
*We will end the teaching of central governments over local governments.
*We will ensure that those who come with the election go with the election.
*We will increase the shares of municipalities from general budget tax revenues.
*We will enact the basic law of the mukhtar.”

*We will establish the Assets Recovery Office to bring back the assets obtained through corruption and smuggled abroad to our country.
*We will retrospectively review all tenders made through bargaining.
*We will increase the responsibility for disciplinary punishment and compensation for public officials violating our citizens’ information rights. “
