The Islamic Emirate Creates Largest Surveillance Network in Afghanistan
Implementation of American and Chinese Equipment in Major Cities
The Islamic Emirate of Afghanistan is reportedly developing the largest surveillance network in the country, utilizing cameras designed by American manufacturers and telecommunication equipment from Chinese company Huawei. Abdulmatin Ghane, the spokesperson for the caretaker government’s Ministry of Interior, confirmed the use of a security plan proposed by the previous Afghan government in collaboration with the Americans.
Huawei, a renowned Chinese telecommunications equipment manufacturer, has been consulted to install security cameras in major cities across Afghanistan. The main objective of this endeavor is to enhance security measures and prevent potential attacks by ISIS.

Fighting ISIS and International Relations
The Islamic Emirate’s efforts in combating ISIS play a crucial role in shaping its interactions with foreign countries, including the United States and China. The fight against ISIS serves as a fundamental condition for diplomatic engagements with these nations.

Multiple Plans, Financial Concerns, and Privacy Issues
According to reports, there are two proposed plans for establishing a surveillance camera network in major Afghan cities—one from the United States and the other from Turkey. However, details regarding Turkey’s plan remain undisclosed.
Despite the ambitious plans, some analysts have raised concerns about the financial feasibility of implementation by the caretaker government. Additionally, human rights organizations are cautious about the intrusion into citizens’ privacy that may arise from the creation of extensive surveillance camera systems. They argue that such measures could potentially be used to suppress protests and dissenting voices.
It is worth noting that the Ministry of Interior of the Islamic Emirate had announced the installation of 62,000 security cameras in the city of Kabul less than a month ago.
