Struggles for Recognition: The Case of Romuva in Lithuania

Lithuanian Parliament Rejects Recognition of Romuva
The Lithuanian Parliament has recently dismissed a proposal to grant state recognition to Romuva, an association practicing a form of ancient Baltic pagan faith. The proposal did not pass the second reading, receiving 48 votes in favor, 31 against, and 30 abstentions. Further, a vote on whether to send the draft resolution for improvement was also rejected.
Alternative Resolution Proposed
Tomas Vytautas Raskevičius, chairman of the Seimas Committee on Human Rights, announced his intention to propose an alternative draft resolution. This would allow the Parliament to formally refuse Romuva recognition. Raskevičius noted the law necessitates the Seimas to make a decision either to recognize or not. If the religious association disagrees with the decision, it has the right to appeal.

A Historical Battle for Recognition
Several years ago, the same parliament failed to adopt a resolution granting state recognition to Romuva. In response, the association took the case to the European Court of Human Rights and emerged victorious.
Under Lithuanian law, non-traditional religious associations can seek state recognition as part of the country’s historical, spiritual, and social heritage. However, they must meet certain criteria: they must have public support, and their teachings and rites must not contradict the law and morality. State recognition constitutes a form of support for the spiritual, cultural, and social heritage of religious associations. A religious association can apply for state recognition no sooner than 25 years after its initial registration in Lithuania.

The recent rejection of the proposal signifies the ongoing struggle for recognition of non-traditional religious associations in Lithuania.
