Russia’s Permanent Representative to the UN arrived at the UNSC meeting after Zelensky had already started speaking via video link.

Vasily Nebenzya, Russia’s Permanent Representative to the United Nations, arrived at the UN Security Council meeting after Zelensky had already begun speaking via video link.

Russia consistently opposes Zelensky’s virtual attendance at UN Security Council meetings.

At the UN Security Council, Nebenzya stated that Russia expects the international community to conduct principled assessments of evidence of torture and executions by Ukrainian militants.

Nebenzya blamed the Ukrainian air defense for civilian casualties.

“Damage to residential buildings and casualties among the civilian population really occur through the fault of Ukrainian air defense, which is located not on the outskirts of cities, but in their very center.”

“As a result, fragments of missiles or Ukrainian missiles that have gone astray fall into those objects that Russia did not aim at.”
