Philippine City of Muntinlupa Recognized for Effective Drug Abuse Prevention

In a significant stride towards combating drug abuse, the City government of Muntinlupa in the Philippines has been declared a drug-free workplace by the Drug Abuse Prevention and Control Office (DAPCO). This commendation comes after the city government successfully complied with all the regulations stipulated by the Dangerous Drugs Board under Regulation No. 13 Series of 2018.
These stringent regulations required the city to conduct an array of substance abuse awareness and prevention programs, administer mandatory and random drug testing, maintain an environment free from drugs, and ensure sufficient funding for the implementation of this policy. The City Hall of Muntinlupa has now become a beacon of hope and a model for other cities to emulate in their fight against drug abuse.

The comprehensive policy outlined by the Dangerous Drugs Board encompasses all appointive public officers in all offices, including all constitutional bodies, departments, bureaus and agencies of the national government, government-owned and controlled corporations, state and local universities and colleges, and elective local officials of local government units. The implementation of this policy is seen as a significant step towards ensuring a drug-free environment in all governmental institutions.
Mandatory drug testing is a crucial requirement for initial entry to government service. Any applicant found positive for drug use is denied entry to government service. This stringent measure ensures that only individuals free from drug abuse are allowed to serve in government offices, thus maintaining a clean and efficient work environment.

Ensuring a drug-free workplace didn’t come easy for the Muntinlupa City government. The administration had to overcome several hurdles, including the Covid-19 pandemic, to implement the policy.
