Water Disputes Escalate: Afghanistan-Iran Tensions Spark Concern
The recent escalation of tensions between Afghanistan and Iran over the Helmand maritime claim has drawn significant attention, triggering reactions from high-ranking officials on both sides. President of Iran, Ebrahim Raisi, and other Iranian authorities have issued warnings, which, in turn, have provoked responses from several American officials. Zalmay Khalilzad, former US Special Representative for Afghanistan Peace, took to Twitter to express his concerns regarding the Iranian approach to the water issue, highlighting their use of forceful language and treating Afghanistan as an enemy.
Khalilzad urged both countries to adhere to the terms of the 1973 water agreement between them in order to reduce tensions and find a resolution. He emphasized the importance of diplomatic channels and suggested the involvement of a third party for mediation if necessary. According to Khalilzad, the agreement acknowledges that there may be circumstances, such as drought or unforeseen events, in which the water supply could be reduced. He urged Afghanistan and Iran to explore diplomatic solutions, consult with a third party, and, if needed, resort to legal means to settle the matter.

While political analysts criticize the recent statements by Iranian officials for disregarding international and diplomatic principles, they continue to search for a solution through official bilateral meetings. They stress the importance of avoiding unnecessary warnings and advocate for a comprehensive examination of all aspects of the dispute, involving expert teams and taking necessary measures to address the issue.
The Islamic Emirate, the ruling authority in Afghanistan, responded to the Iranian officials’ statements by labeling them as irresponsible and detrimental. The Emirate emphasized the need for constructive dialogue and called for a more measured approach to resolving the dispute. They expressed their commitment to finding a peaceful solution through diplomatic means and urged Iran to engage in meaningful discussions rather than resorting to inflammatory rhetoric.

The tension between Afghanistan and Iran regarding water resources has reached a critical juncture, raising concerns about potential consequences for both countries. The issue of Haqaba, specifically, has become a focal point, with President Raisi’s warning drawing strong criticism from Afghanistan. Amidst the escalating tensions, it is essential for all parties involved to prioritize diplomacy, engage in open dialogue, and explore options for conflict resolution.
In order to address this pressing matter effectively, expert teams should be assembled to conduct thorough assessments and provide technical expertise. By understanding the intricacies of water management, the countries can work towards equitable solutions that prioritize the needs of both nations. Engaging in constructive dialogue and maintaining a cooperative approach will be instrumental in finding common ground and de-escalating tensions.
It is crucial for Afghanistan and Iran to recognize the long-term benefits of collaboration and the detrimental effects of escalating conflicts. Water resources are a shared concern, and both countries have a vested interest in sustainable management and equitable distribution. By fostering an atmosphere of trust, open communication, and a commitment to international norms, Afghanistan and Iran can navigate the current challenges and strive towards a mutually beneficial resolution that safeguards the interests of their respective populations.
