“The DRC is completely unwilling to govern its country, which is why this situation persists. Paul Kagame said in a message to the Rwandan people on December 31 that “Rwanda would not accept to withstand the weight of the responsibilities of the DRC.”
The DRC government has accused the Rwandan military for supporting M23 Rebels following a surge in insurgency violence this year by the M23 rebel group in Eastern DRC.
The EU expressly calls on Rwanda to stop assisting the M23 and to use all available pressure to get the M23 to abide by the resolutions made by the EAC and at the mini-summit on peace and security in the eastern DRC that took place in Luanda on November 23, 2022.
Additionally, it strongly exhorts all states in the area to refrain from providing support to armed organizations operating in the Democratic Republic of Congo.
Again, “It urges the DRC to put a stop to any cooperation between the FARDC and armed organizations, notably the FDLR, and to take all necessary precautions to protect the civilian population on its territory.
Consultations with all local armed groups to ensure their commitment to the disarmament, demobilization, community reintegration, and stabilization program, as well as the dismantlement of foreign armed groups, are critical components of any long-term political solution to the crisis in eastern DRC and the region.”
Already under pressure from Western governments, Rwanda is accused in a new UN assessment of conducting military operations in eastern DRC and providing “guns, ammunition, and uniforms” to the M23 rebels.”
