Introduction of the Tax Reform Bill
The special session of the Chamber of Deputies in Argentina recently commenced with the prime focus on the voting for the tax reform bill. This bill is set to alter the way income tax is levied in the nation. The ruling party, the Frente de Todos, secured the necessary quorum with the aid of opposition parties such as La Libertad Avanza and radicals associated with Martin Lousteau.
Features and Objectives of the Bill
The tax reform bill aims to eliminate the fourth category of tax and substitute it with a tax that only applies to incomes exceeding 15 minimum monthly wages. As of now, this amounts to a total of 1,770,000. The socialist deputies, who had not initially formed a part of the quorum, have decided to vote in the bill’s favour. It is important to note that the session is also scheduled to include discussions on establishing five universities and a project to stimulate employment in small and medium-sized enterprises.

Anticipated Approval Despite Opposition
Despite facing opposition from the PRO and the Civic Coalition, the bill is anticipated to pass as the Frente de Todos is the largest bloc and only requires a simple majority to grant approval to the bill. The President of the Chamber of Deputies, Cecilia Moreau, has stated that those who did not support the quorum will have to explain their stance to the public.
Additional Matters of Discussion
Aside from the tax reform, the deputies will also discuss the establishment of five national universities. These are to be based in Delta, Pilar, Ezeiza, Madres de Plaza de Mayo, and Rio Tercero, Cordoba. This indicates the government’s commitment to enhancing the education sector alongside its economic reforms.
Public Opposition and Internal Divisions
Despite public opposition from Juntos por el Cambio, Mario Negri, the President of the national bloc of UCR deputies, stated they are conceptually in favour of tax reduction. However, he criticised the timing of the bill, with only 90 days remaining in the government’s term. Meanwhile, the presence of four deputies associated with Martin Lousteau has raised suspicions of possible abstentions or withdrawal from voting. This could be a strategy to avoid showcasing internal divisions within Juntos por el Cambio.
Final Voting Stances
While deputy Javier Milei has stated that he will vote in favour of eliminating income tax, other political entities such as the Radical Evolution, led by Rodrigo De Loredo, and the UCR bloc led by Negri, have stated they would vote against the bill. Finally, the socialists Enrique Estévez and Mónica Fein, who initially did not support the quorum, have confirmed they will vote in favour of the bill, marking a significant shift in their stance.
