Sweden’s Restrained 2024 Budget
The Swedish government has tabled a cautious budget for 2024, earmarking nearly 40 billion Krona for investments. Presented by Finance Minister Elisabeth Svantesson, this budget aims to combat inflation and provide support to welfare and households under financial strain. The finance minister termed the budget as restrained, emphasizing that fighting inflation should remain a pivotal part of the government’s economic policy.
While the budget has drawn criticism for limited investment from entities like the Swedish Trade Union Confederation and the business sector, Svantesson contends that the proposed investment is a calculated amount designed to bolster households and welfare, and initiate promised reforms. The Finance Department holds that larger investments could intensify inflationary pressure, potentially leading to escalated interest rates.
Key Proposals in the 2024 Budget
Encompassing a total of 60 billion Krona in changes, the 2024 budget proposals include 40 billion Krona as “investments”. These investments are expected to be implemented without the need for tax hikes or savings in other areas. The budget will be financed through the “reform space”.
The largest single proposal in the budget is a new job tax deduction costing 11 billion Krona. This will be financed by not raising the income limit for state tax with inflation, implying that more people will be taxed, which has drawn reactions from the bourgeois side. However, the new job tax deduction will benefit everyone.

Addressing Inflation and Municipal Cost Crisis
The high inflation rate has triggered a cost crisis in many municipalities and counties, threatening potential staff cuts. The Swedish Association of Local Authorities and Regions estimates a total deficit of 28 billion Krona in 2024 if no action is taken. The government proposes that the state should support welfare with a net of 16 billion Krona next year through general and targeted government grants. However, the association argues that the state should contribute more.

Economic Outlook for 2024 and Beyond
According to the government, the next year is expected to be challenging for both welfare and households, and a recession is anticipated. However, the job market is projected to remain reasonably strong. The government expresses more concern about sustained inflation than other assessors and expects interest rates to start declining by the end of next year. The Swedish economy is expected to recover by 2025.

Working Towards Economic Recovery
The Swedish government anticipates a recession throughout 2023 and a deepening recession in 2024. However, the economy is expected to start rebounding in 2025. To alleviate the burden on households and businesses, the government is focusing on combating high prices and higher interest rates, which are curbing household consumption and hampering growth.
The government is committed to making some tough choices to avoid fuelling inflation, while also ensuring support for vulnerable households and the welfare system. As such, they have estimated that the reforms in the budget will amount to approximately 40 billion Krona.
