Elisabeth Svantesson, Sweden’s Finance Minister, is poised to present the autumn budget at the Riksdag, Sweden’s parliament. The occasion marks her second budget walk, a tradition where the finance minister carries the budget proposal from the Ministry of Finance to the Riksdag. The presentation of the autumn budget is a significant event in Sweden’s political calendar as it showcases the government’s financial plans for the forthcoming year.
Svantesson previously described the economic situation heading into autumn as “problematic”, hinting at the challenges the nation has been facing. Prime Minister Ulf Kristersson announced that households with average incomes will receive tax cuts in 2024 in the form of a new in-work tax credit. This decision is expected to be funded by pausing an automatic hike in the threshold for paying state taxes, saving approximately 12 billion Swedish crowns.
Furthermore, the government has warned that it will tighten benefit payments to those outside the labor market. The Prime Minister has emphasized that prolonged dependency on benefits should not be an option for those who are capable of working. Aimed at incentivizing people to work, this move also supports welfare services and defense.
Fighting Inflation and Supporting the Economy
Inflation has been a pressing issue for Sweden, with consumer prices, measured with a fixed interest rate, up by 6.4% in July from a year earlier. This figure exceeds the central bank’s target of 2% headline inflation more than threefold. Svantesson has underscored the importance of fighting inflation, stating that it is the most crucial task at the moment.
The Swedish economy contracted by 0.8% in the second quarter compared to the previous three months, affected by rising interest rates and declining exports. Despite an economic slowdown, the Finance Minister has argued the need for restraint in new spending as a means to suppress inflation.
Boosting Job Creation and Training
As part of its autumn budget, Sweden’s center-left minority coalition has announced its plan to bolster support for job creation, employment services, and training by 8 billion Swedish crowns. The job package includes training, assistance for recent immigrants in establishing themselves in the labor market, and temporarily reduced labor taxes for companies that employ younger workers. The government’s ambition is to include everyone in working Sweden out of the crisis.
