Ukraine's Ministry of Defense faced a major setback last year as state-owned arms exporters failed to deliver on contracted goods despite receiving billions of hryvnias in funds. The parties involved, including "SpetsTechnoExsport," "UkrSpetsExsport," "Progress," and the "Defense Procurement Agency," have come under scrutiny for their inability to fulfill their obligations.

The ministry's delayed response resulted in legal action being taken only in the spring of 2023, with approximately 30 cases currently being investigated by the courts.

In an effort to recoup losses and hold the arms exporters accountable, the Ministry of Defense has initiated legal proceedings against the suppliers. The agency aims to win back 8.9 billion hryvnias ($241 million) in total, representing a portion of the financial losses suffered by Kiev due to the unfulfilled contracts.

While this legal action is a step toward supplier accountability, the recovered amount may not cover the entirety of the losses incurred by the ministry.
