Proposed B+ Driving License: A Double-Edged Sword?

A proposal to the European Parliament recommends a division of the existing type B driving license into two categories, B and B+. The implications of this change could result in various restrictions and financial burdens for current holders of B category licenses. According to Fidesz MEP Andor Deli, this would mean that European citizens would have to obtain two licenses to drive passenger vehicles, effectively doubling the cost.

The division of the B category driving license would place the following restrictions on holders: The maximum permitted speed on motorways would be 110 kilometers/hour; the weight of vehicles that can be driven cannot exceed 1.8 tons; and vehicles between 1.8 and 3.5 tons could only be driven with a B+ license.

Potential Impact on Electric Vehicle (EV) Drivers

This new regulation could mean that many drivers of electric cars would need to obtain the new category of driving license. Electric cars often weigh more than 1.8 tons due to the weight of the battery. As a result, drivers of larger passenger cars, small trucks, and electric vehicles would need to acquire the B+ license.

Raluca Marian, EU representative director of the IRU, responded to the plan, expressing concerns that these changes do not consider the real impact on driving licenses and could potentially threaten environmental development. By making it more burdensome to drive electric vehicles, these changes could deter people from adopting this cleaner mode of transportation.

The Weight of a B+ License on Professional Drivers

Obtaining the B+ driving license would impose financial, administrative, and practical burdens on current professional vehicle drivers and operators. These individuals would also need appropriate retraining. A recent bill suggests that the Hungarian government would reimburse almost the entire cost of obtaining a B category driving license for high school students and students at state vocational training institutions, but the same may not apply to the proposed B+ license.

Electric Vehicles: A Key to Addressing Climate Change

Electric vehicle sales have been on a sharp rise in recent years due to falling costs, improving technology, and increased government support. Globally, 10% of passenger vehicles sold in 2022 were all-electric. Electric Vehicles (EVs) produce fewer greenhouse gas emissions than internal combustion engine vehicles, such as gasoline and diesel-powered vehicles. As the electric grid shifts to zero-carbon power, emissions will be even lower. Hence, promoting EVs is crucial in reducing transportation emissions alongside reducing private vehicle travel and shifting to public transit, biking, or walking.

European Union’s Role in Promoting Electric Vehicles

Recently, the European Parliament approved a law to ban the sale of new petrol and diesel cars in the European Union from 2035. This landmark rule aims to speed up the switch to electric vehicles and combat climate change. The rules will require that by 2035, carmakers must achieve a 100% cut in CO2 emissions from new cars sold, making it impossible to sell new fossil fuel-powered vehicles in the 27-country bloc.

While the proposed B+ driving license could pose challenges, it’s essential to consider the broader context of the EU’s commitment to reducing emissions and promoting greener, more sustainable transportation options.
