Urgent Call for Higher Education Funding
The cantons of Basel in Switzerland are urgently seeking an increase in federal contributions to higher education funding. This plea arises from the forecasted rise in the number of students at universities and technical colleges and the anticipated inflation. The federal government has earmarked 29.7 billion Swiss francs for education, research, and innovation for 2025-2028. However, the Basel cantons argue that the proposed funding falls short of the required amount needed to cover the inflating costs in the education sector.
Insufficient Funds for Education
The federal government’s current financial plan is seen as inadequate, particularly for higher education institutions. These institutions are shared responsibilities of the federal and cantonal governments. Federal forecasts project an annual increase of 1.5% in university student numbers and a 1.4% rise for technical colleges. With inflation factored in, the Basel cantons insist that the stagnant federal contributions are far from sufficient to offset these escalating costs.
Concerns Over Federal Support for Key Research Institutions
The Basel half-cantons are also apprehensive about a potential decrease in federal participation in nationally significant research institutions, such as the Swiss Tropical and Public Health Institute. They have called for the federal government to maintain its support for these key institutions and meet its obligations towards the increasing costs of these establishments.
Education System in Switzerland
The education system in Switzerland is highly diverse, thanks to the constitution that delegates the authority for the school system mainly to the cantons. The Swiss constitution also provides for primary school education to be obligatory and free in state schools and allows the confederation to run or support universities.
As the first university in Switzerland was founded in 1460 in Basel, the country has a long-standing tradition of medical and chemical research. Currently, there are 12 universities in Switzerland, 10 of which are managed by the cantons. The remaining two, the federal institutes of technology ETHZ in Zurich and EPFL in Lausanne, are under the authority of the State Secretariat for Education, Research, and Innovation.
Switzerland’s Tertiary Education and Research
Switzerland boasts a high rate of foreign students in tertiary education, including one of the highest in the world at the doctoral level. The nation has a rich history of Nobel laureates, with many Swiss scientists being awarded the prestigious prize. Currently, Geneva hosts the world’s largest particle physics laboratory, the CERN. Other significant research centers include the Empa and Paul Scherrer Institute, both part of the ETH domain.
